Arizona Department of Transportation announces triennial DBE goals

The Arizona Department of Transportation (ADOT) has released its disadvantaged business enterprise (DBE) contract participation goal for fiscal years 2021 through 2023, as required by law as a recipient of federal funding. The participation figure has been set at 12.89 percent. Of this figure, 8.17 percent is to be accomplished through race- and gender-conscious means, with contract goals, and a remaining 4.72 percent is to be accomplished through race-neutral means (training, outreach, events, and the like). Additionally, ADOT has finalized the disparity report upon which the goal has been set.

The goal has been submitted to the Federal Highway Administration (FHWA) for approval and implementation on October 1, 2020. The final disparity study documents along with the goal and methodology for arriving at the goal are expected to be posted on ADOT's Business Engagement and Compliance (BECO) website on September 1, 2020.

In the press release announcing the goal, ADOT additionally stated that despite uncertainty created by the pandemic, at this time there is no expectation that ADOT will set any revised DBE participation goal for the current fiscal year.
