Project Details

Sundt Construction, Inc. (Sundt) is accepting bids for the GMP - 020: Tree Clearing, Sorting & Biochar defined in the Contract Documents and other associated parts of the work included as part of the Nashville Metropolitan Water Services (MWS) Process Improvements at Omohundro Water Treatment Plant (WTP). The Project is generally described as new construction of a Drinking WTP located at 1400 Pumping Station Road, Nashville, TN 37210 as indicated in the Contract Documents. Sundt is seeking and encouraging qualified, disadvantaged business enterprises (DBEs) for all areas as listed below.

The following are scopes associated with this Work Package:

• Tree cutting, clearing, sorting, storing and biochar of tree material that will not be recycled.
• Trees will be stored based on their tagging in four distinct locations; hardwood, soft wood, structural & waste.
• Storing of trees shall be as described in contract documents.

Bids are due no later than 2:00 PM CDT, October 23, 2023. Bidding documents can be obtained by contacting Sundt at mccollins@sundt.com. Procedures for submitting bids, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders. Sundt and Metro Water Services reserve the right to reject any or all bids.


This project is expected to receive funding from the U.S. Environmental Protection Agency (EPA) Water Infrastructure Financing and Innovation Act (WIFIA) Program and the project is a federally financed project. Entities wanting consideration as a DBE must meet requirements of Title 40 Part 33 - Participation by Disadvantaged Business Enterprises. A business that self-identifies must provide proof of current certification via email (bao@nashville.gov). This is generally a certificate provided to the business by their certifying agency. Qualified DBEs must complete Section 4.0 MBE/WBE/DBE/DVBE/HUB Participation on Attachment 2 Bid Form.xlsx. with the submitted bid package. Sundt will verify DBE certification.

For federal and federally assisted construction contractors, goals for minorities and females are established as a percentage utilization for participation rate. Contractors are required to engage in outreach and other efforts to broaden the pool of qualified candidates to include minorities and women. The Department of Labor percentages established for the Nashville geographic area are the following.

Goals for minority participation for each trade: Goals for female participation in each trade has a 6.9% nationwide goal. Goals for minorities in each trade has a 15.8% participation goal (Nashville area goal). Goals for SBE/SDV participation is 0%.

DBEs must comply with federal regulations pursuant to WIFIA Program requirements referenced in Exhibit K.2 Prime_WIFIA_Requirements. Regulations include, but are not limited to:

a. Davis-Bacon Wage Requirements
b. American Iron and Steel (AIS) Requirements
c. Disadvantaged Business Enterprise (DBE) Requirement
d. Federal Nondiscrimination, Civil Rights, and EEO Requirements
e. New Restriction on Lobbying

Disadvantaged business enterprise (DBE) means an entity owned or controlled by a socially and economically disadvantaged individual as described by Public Law 102-389 (42 U.S.C. 4370d) or an entity owned and controlled by a socially and economically disadvantaged individual as described by Title X of the Clean Air Act Amendments of 1990 (42 U.S.C. 7601 note); a Small Business Enterprise (SBE); a Small Business in a Rural Area (SBRA); or a Labor Surplus Area Firm (LSAF), a Historically Underutilized Business (HUB) Zone Small Business Concern, or a concern under a successor program.
