The Work of this Contract implements Stage 3 and a portion of Stage 4H of the LIRR's Jamaica Capacity Improvements ("JCI") Phase II Construction Program. The Design-Builder is responsible for all aspects of the design, engineering, scheduling, coordination, construction and timely completion of the Work. The Base Scope of Work includes a new railroad bridge, extending the existing LIRR E-Yard over 150th Street and Atlantic Branch Track #1, installing two (2) new through-running Main Line tracks at Hall Interlocking, as well as other new track, turnouts and crossovers, modifications to and/or reconstruction of existing Atlantic Branch retaining and abutment walls flanking E-Yard, various utility infrastructure improvements, state-of-good-repair ("SOGR") work and structural modifications (bridge infills) on the Guy R. Brewer Boulevard Bridge to support future track reconfigurations, and SOGR work on the existing Atlantic Portal tunnel structure east of 150th Street and on the other 150th Street undergrade bridges. Final connections and cutover of all new tracks will be performed by LIRR Force Account. The scopes of Work of the Design-Builder and LIRR Force Account are summarized in Paragraph 3.3, Division of Labor.

Contract 6382 also includes an Option, exercisable at MTA C&D's discretion, for the Design-Builder to design and construct two (2) new cantilevered employee / signal equipment platforms on the north retaining wall.

Subcontractors/Service Providers/Vendors must comply with MTA Vendor Code of Ethics.

OCIP project. Please exclude the insurance cost in a quote if your company's scope of work is covered by OCIP. See Schedule I for more details. "Excluded Contractors" are companies which the Owner has elected to exclude from the OCIP. The following types of contractors and subcontractors are typically excluded: Remediation contractors involved in abatement of lead, asbestos, and hazardous substances; Professional service providers such as architects, engineers, surveyors or testing services; security patrol or guard services; photographers and videographers; and Contractors performing structural demolition involving blasting or any other blasting operations. "Exempted Contractors" are companies whose functions are principally to supply materials, personnel, parts or equipment to and from the Site or which are engaged solely in the delivery, loading, hauling, and/or unloading of material to or from the Site including, but not limited to, hazardous materials transport companies, vendors, suppliers, fabricators, material dealers, drivers, delivery persons, truckers/haulers, equipment rental companies and crane owner/operators; and companies not working at the Site (such as vendors, suppliers, fabricators, material dealers, etc.) and others which occasionally visit the Site.

Contract 6382 is subject to the requirements of Buy America (49 USC § 5323(j)), and the regulations promulgated thereunder (49 CFR Part 661), for procurement of Rolling Stock.

Confidentiality and Non-Disclosure Agreement is required on this Project.

Vendors who do not have a DUNS number can register online at www.mydnb.com. To obtain one free of charge you must state that the number is required for SAM (System for Award Management)
• System for Award Management (SAM): Companies are also required to register with SAM, a federal vendor database used to validate vendor information, before requesting bid documents.
