Rochester MWBE Program

The City of Rochester tries to award a percentage of each public works contracts it awards to minority and women-owned business enterprises (M/WBEs), but in order for an M/WBE to be eligible to win a slice of a contract they must first be certified.

Unlike some other cities, Rochester does not have its own M/WBE certification program. Any New York State certified M/WBE located in Genesee, Monroe, Livingston, Ontario, Orleans, Wayne, and Yates Counties can be counted toward a city contract's M/WBE goal.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? The City of Rochester maintains MWBE participation goals on Public Works Construction Projects, Public Works Consulting Projects, Professional Services Consulting Projects, and Goods and Services Contracts.
