The project consists of the replacement of Substation #1 at the Richmond Water Treatment Plant as shown on the Plans and Specifications. Work under the Base Bid includes but is not limited to the following:

1) Replacement of existing Substation #1 with a new skid mounted modular substation. New substation will be replaced with 35kV primary breaker instead of existing substation with fused switch.
2) Replacement of the existing piers and steel dunnage foundation of the existing substation with a new concrete pad foundation.
3) Construction of concrete firewall between unit substation 1, unit substation 2, and switchgear (SG) 6 building to secure critical equipment and contain fire during emergency.
4) Modification of the existing switchgear SG6 with new protective devices, metering and control for automatic operation of both utility feeders, Tie and Generator. The new controls will be based on PLC and Distributed I/O. Add new Breaker Local Control Cabinet outside SG6 switchgear.
5) Addition of lightning protection system at outdoor substation yard.
6) Upgrade existing lighting at substation.
7) Add remote SCADA monitoring of revised SG6 switchgear electrical controls system. The remote monitoring will be communicated to the existing plant system using a new fiber optic network routed through the existing and new raceway system.
8) Add a new pole and 35kV pole mounted disconnect switch downstream of the existing pole mounted Dominion Virginia Power overhead switch.
9) Improvements to Outdoor Switchgear Building including additional of ventilation equipment and painting.
10) Furnish and install erosion and sedimentation controls during construction.
11) Final inspection, testing, and acceptance by Owner.
