1. NOTICE. The ALAMEDA COUNTY FLOOD CONTROL and WATER CONSERVATION DISTRICT, acting by and through its ZONE 7 WATER AGENCY ("District") hereby gives notice that it will accept Proposals for progressive design-build services of the following public work:

PROGRESSIVE DESIGN-BUILD (PDB) SERVICES FOR THE MOCHO PFAS TREATMENT PLANT
PLEASANTON, CALIFORNIA

2. BID SUBMISSION. District will receive Proposals electronically to the Agency Contact, Mariza Sibal (msibal@zone7water.com) no later than 1:00 pm on December 22, 2025. The Agency will not accept any late Proposals. Each Proposer assumes full responsibility for timely delivery of its Proposal.

4. DESCRIPTION OF THE WORK. The Work consists of, in general, providing progressive design-build services for developing the Mocho PFAS Treatment Plant and rehabilitating aging infrastructure of the Mocho wells to enable PFAS removal from this wellfield. The project will restore the production capacity and water supply reliability of the Mocho wellfield in Pleasanton to support continuous water delivery to the region. It will also remove operational constraints on the Mocho Groundwater Demineralization Plant (MGDP) which helps remove salt from the groundwater basin. All work is located at the Mocho wellfield at the intersection of Santa Rita Rd. and Stoneridge Dr. in the City of Pleasanton.

The anticipated cost of this project is $35-$51 million. In addition to existing and planned rate-based capital funds and past grant proceeds, the project could be funded by the issuance of bond instruments, additional grants or loans. Zone 7 was awarded a grant for $1.2 million from the California Department of Water Resources for the Wells and MGDP Electrical Modernization Project, which includes replacing the Mocho 3 and 4 switchgears, and is actively working to secure additional state as well as federal funding.

5. REQUIRED CONTRACTOR'S LICENSE(S). The PDB Entity must hold a Class A (General) License and the PDB Entity and each subcontractor must hold specialty licenses required for the portion of the Construction Phase work that they will perform. The PDB Entity and each identified subcontractor that will perform "public work" as defined in the Labor Code must be registered with the Department of Industrial Relations to perform public work pursuant to the State of California Labor Code §1725.5. and Davis Bacon. Engineering drawings shall be stamped and signed by a California Registered Engineer.

PUBLIC WORKS CONTRACTOR REGISTRATION. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirement of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter [1770-1784 Labor Code], unless currently registered and qualified to perform public work pursuant to Section 7029.1 of the Business and Professional Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

6. PREVAILING WAGE LAWS. The successful PDB Entity must comply with all prevailing wage laws applicable to the Project, and related requirements contained in the Contract Documents. Pursuant to applicable provisions of the Labor Code, the District has implemented and shall enforce a Labor Compliance Program (LCP) for the Work. The successful Bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on the Work, it shall be each Bidder's responsibility to evaluate the cost of complying with the District's LCP. Proposers shall include all costs of compliance with specified requirements in their bids.

7. MANDATORY PRE-BID SITE VISIT. District will conduct a Mandatory Pre-Proposal Site Visit at 8:00 am on October 23, 2025 at 5215 Stoneridge Drive, Pleasanton, CA.


8. PROCUREMENT OF BIDDING DOCUMENTS. No request for proposal documents are available at the District's offices for viewing or purchase. Request for proposal documents are located online on the District's website at www.zone7water.com where Proposers may download copies for no fee. Addenda will be posted on the District's website.

9. PROPOSAL PREPARATION COST. Proposers are solely responsible for the cost of preparing their Proposals.

10. SOCIOECONOMIC CONTRACTION REQUIREMENT - DISADVANTAGED BUSINESS ENTERPRISES. This procurement is being conducted in anticipation of receiving financial assistance through the California State Water Resources Control Board's Drinking Water State Revolving Fund (DWSRF) Emerging Contaminants program, which includes federal funding subject to the U.S. EPA's Disadvantaged Business Enterprise (DBE) requirements (40 CFR Part 33 and 2 CFR 200.321). The selected design-builder shall make, document, and provide evidence of Good Faith Efforts to solicit and utilize DBE firms for professional services, construction, and supplies, consistent with both DWSRF Disadvantaged Business Enterprise Guidelines and EPA's six Good Faith Efforts. While certain DBE reporting requirements are currently suspended under U.S. EPA memorandum RAIN-2025-G02 (March 17, 2025), recipients and contractors remain responsible for compliance with all remaining applicable DBE obligations.

11. RESERVATION OF RIGHTS. District specifically reserves the right, in its sole discretion, to reject any or all Proposals, or re-advertise, or to waive inconsequential deviations from Proposal requirements not involving time, price, or quality of the Work.
