DISADVANTAGED BUSINESS ENTERPRISE GOAL FOR FEDERAL FISCAL YEARS 2026 - 2028

The County of Rockland's Department of Public Transportation has established a
tentative goal of 2.09% for Disadvantaged Business Enterprise (DBE) participation in
Federal Transit Administration funded projects for Federal Fiscal Years (FFY) 2026-
2028. The 2.09% goal was derived using the available New York State and New Jersey
Unified DBE Certification Directories and US Census Bureau Data (County Business
Patterns-North American Industry Classification System as of June 26, 2025).
A description of this goal, as well as the County of Rockland Department of Public
Transportation's current DBE program, is available for public inspection for forty-five
(45) days from the date of this notice between 9:00 a.m. and 5:00 p.m. Monday through
Friday, excluding holidays, at the Department of Public Transportation offices located at
Building T, Robert Yeager Health Center, 50 Sanatorium Road, Pomona, NY 10970. The
current DBE Program and proposed DBE goal can also be viewed on the Rockland
County Department of Public Transportation's website: www.rocklandbus.com. Written
comments can be sent by mail to Michael T. D'Angelo, DBE Liaison Officer, at the
above address, or by email to RCTrans@co.rockland.ny.us
