The Project includes the following Work:
Under this Project, civil, structural and architectural features will be restored as well as functionality of the HRDC blow-off valves and ancillary mechanical equipment. In addition, permanent access will be provided to both sites, permanent electric power provided to HRDC, and facilities will be secured. Valve replacement requires a Catskill Aqueduct shutdown for installation. Replacement of the large valves or removal of valves and sealing the discharge is planned to occur during the fall 2026 Catskill Aqueduct shutdown

The HRDC and Moodna Shaft 7 Chamber form part of the Moodna-Hudson-Breakneck Pressure Tunnel along the Upper Catskill Aqueduct (CA) running between Ashokan Reservoir and Kensico Reservoir. The scope of the HRDC construction work includes replacing the blow-off valves and associated pipework, replacing the roof tile and roof truss system, repair of structural and architectural features, installation of new electrical service, and other site work. The scope of the Moodna Access Shaft 7 construction work includes shaft drainage repairs and the possibility of structural concrete repairs. Partial unwatering of the Moodna-Hudson-Breakneck pressure tunnel is necessary to facilitate HRDC valve replacements. The water level at Shaft 9 (HRDC Shaft) may need to be lowered a few feet below EL +0 to facilitate valve replacement. The unwatering system at HRDC below the level needed for valve replacement is not included in the scope of work for this project.
