The Office of Acting Texas Comptroller Kelly Hancock has announced a restructuring of the state's Historically Underutilized Business (HUB) program under emergency rules, transforming the program into the new VetHUB program. Eligibility for the VetHUB program is limited to "small businesses owned and operated by veterans with a 20 percent or higher service-connected disability," per the announcement.
Hancock previously suspended the HUB program (eligibility for which previously included minority- and woman-owned businesses, as well as service-disabled veterans) in October, announcing that his office would conduct "a detailed review of the program's legal framework" during the freeze. As the original HUB program was created by an act of the state legislature, the program was not abolished outright by that freeze. The new announcement of the VetHUB program does not specify the nature of the emergency under which the change is being made, nor did it announce any results of the legal review initiated during the freeze.
