Iowa DOT issues recommended DBE goal for 2026 through 2028

The Iowa Department of Transportation (Iowa DOT) has issued its recommended Disadvantaged Business Enterprise (DBE) participation goal for federally assisted contracts during fiscal years 2026 through 2028. Iowa DOT is required to set such DBE participation goals as a recipient of federal transportation funding.

The proposed DBE goal for the period is 0.85 percent, all of which is proposed to be met by means of race-neutral methods.

Iowa DOT is currently receiving comments from the public on the proposed goal. Comments may be submitted by mail to Kristin Haar, Public Transit Director, Iowa DOT, 800 Lincoln Way, Ames, IA 50010, or by email at kristin.haar@iowadot.us. Written comments about the DBE goal must received by the deadline of 4:30 PM CST, Tuesday, July 29, 2025.
