City of Savannah specifying Local DBEs for City DBE Goals

The Savannah Business Opportunity Program (SBO) has made a recent policy change by specifying that projects with Disadvantaged Business Enterprise DBE) participation goals must also take into account the participation of Local DBEs, or LDBEs. Towards this end, the SBO is specifying that city DBE projects with an 18% DBE participation goal must further have 10% LDBE participation.
