SBA publishes FY 2017 small business contracting scorecard

The U.S. Small Business Administration (SBA) recently announced the results of its Small Business Procurement Scorecard for fiscal year 2017. The scorecard gives letter grades to the various federal agencies as well as the federal government overall for how well small business contracting goals have been achieved.

The SBA is responsible for ensuring that small business contracting, across all federal agencies, meets or exceeds the 23 percent target established by law.

For fiscal year 2017, the federal government overall met this target, coming in at 23.88 percent of federal contract dollars awarded to small businesses, representing $105.7 billion worth of contracts - making 2017 the first time contracts in excess of $100 billion have been awarded to small businesses. Consequently, the SBA has awarded the federal government overall an "A" grade for the procurement scorecard. Twenty federal agencies received an "A" grade (counting grades of "A+" and "A") and two received a "B" grade. Only one, the U.S. Agency for International Development, received a "C" grade.

Many business categories that were tracked, including women-owned small businesses, HUBZone firms, and small disadvantaged businesses received a slightely smaller percentage amount of federal contracts than had been received in fiscal year 2016. However, the figure of $105.7 billion worth of contracts overall going to all small businesses represents a total increase from fiscal year 2016, when the figure was $99.1 billion.
