The Federal Highway Administration (FHWA) signed off on the California Department of Transportation's (Caltrans) proposed overall disadvantaged business enterprise (DBE) goal of 12.5 percent for Fiscal Year 2013.
Caltrans anticipates that 3 percent of the goal will be met through race neutral means and 9.5 percent through race conscious means.
