The City of Seattle requires Women and Minority-Owned Business Enterprise (MWBE) participation goals for most projects. The city does not require a WMBE to be state-certified; any business at least 51% owned by a woman or a minority counts as a WMBE to the city. The City of Seattle’s Online Business Directory allows a WMBE to be listed as such online. City Purchasing has a list of contracts and opportunities that will be useful to WMBEs.

Does this certification expire? The certification is offered by means of self-identification in the city's directory.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? The city applies participation goals to many projects. Bidders must make a good-faith effort to reach such goals.
