The City of Columbia does not have a small, minority, or women business (SMWBE) certification program, but it does have a Subcontracting Outreach Program that attempts to ensure that city dollars are spent with MWBEs.

On city-funded construction projects estimated at $200,000 or more, prime contractors are required to make a good faith effort to hire Disadvantaged Business Enterprises (DBE), Disabled Veteran Business Enterprises (DVBE), and Other Business Enterprises (OBE). If they fail to meet the Columbia's good faith efforts requirements, their bids are rejected.

Does this local/state program offer reciprocal certifications with other local/state programs? The program is entirely dependent on certifications offered by other state-level and/or federal certifications.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes. On projects with such a goal attached, bidders must make a good-faith effort to meet the goal.
