Denver EBE, MWBE, SBE, SBEC Program

The program summary on this page was last updated on 02/03/2023. If any of the information or links are out-of-date, please contact us.

The City of Denver's Office of Economic Development (OED) is responsible for administering Denver's minority and women business enterprise (M/WBE), emerging business enterprise (EBE), small business enterprise concessionaire (SBEC), and small business enterprise (SBE) programs. The OED certifies eligible companies with the appropriate business designation(s), maintains a directory of certified firms, and establishes M/WBE, EBE, SBEC, and SBE subcontractor participation goals on individual procurement contracts, particularly construction awards.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Project goals are assigned to all City and County of Denver construction projects. Depending on the project, these goals may include SBE, MBE, and WBE goals (among other types of goals).

How do I get re-certified? Application for recertification is done through the same portal that is used for the initial certification, available at https://denver.mwdbe.com/.
