The City of Winston-Salem has a program to improve access to city contracts for minority and women-owned businesses (M/WBEs), but does not have its own certification program.
One of the ways the city aims to include M/WBEs on its contracts is through good faith effort requirements, which mandate that prime contractors invite M/WBEs to participate on projects as subcontractors.
Companies owned by minorities or women that wishing to be counted as a M/WBE on a Winston-Salem contract, they must be certified through the state's Historically Underutilized Business program.
In addition to initiatives to include M/WBEs on public contracts, the city also has a Section 3 business program. Firms interested in becoming certified Section 3 businesses must visit the Community and Business Development Department office to learn more.
Does this local/state program offer reciprocal certifications with other local/state programs? The program depends on a business being certified as a HUB through the existing state-level program.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, while hard quotas are not implemented, a bidder must make a good-faith effort to include MWBEs in the project.
