The City of Pasagoula's recognizes firms certified through the Mississippi Development Authority (MDA)'s Minority Certification Program in an effort to encourage and track the participation of minority and women business enterprises (MBE/WBE) on projects receiving Community Development Block Grant (CDBG) funds.

The city also maintains a directory of MBE/WBEs located in Hancock, Harrison, and Jackson Counties. But, to be included on it, a firm must already be certified through the MDA.

On city projects with CDBG money, prime contractors are required to make a good faith effort to include MBE/WBE participation on the project and document their solicitation of these firms.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, a good faith effort to encourage MWBE participation must be made on projects funded through CDBG funds. Documentation must be submitted to this effect.
