Howard County certifies companies as minority (MBE), women (WBE), and disabled-owned business (DBE) enterprises through it's Equal Business Opportunity (EBO) Program. One of the benefits of certification is that prime contractors are required to make a good faith effort to include MBE, WBE, and/or DBE firms on their bids.
Howard County has applied a 15 percent MBE, WBE, and DBE subcontracting goal on its contracts worth more than $50,000.
Does this program require bidders attempt to make a good-faith effort to meet participation goals? Contractors bidding on jobs worth more than $50,000 must make a good-faith effort to meet the participation goal the county has attached to such projects.
