The State of New Jersey offers an Emerging Small Business Enterprise (ESBE) certification. The criteria for eligibility is identical to that of the state DBE program, with the single difference that an ESBE's owner is not required to be a "socially disadvantaged group member". ESBE certification is intended to provide ESBEs with "select contracting opportunities".

Does this local/state program offer reciprocal certifications with other local/state programs? ESBE certification status is automatically granted to all New Jersey DBEs.

Does this certification expire? ESBE certification status must be verified every year.
