The City of Fort Wayne manages the Emerging Business Enterprise (EBE) program to encourage the participation of minority, women owned and emerging business enterprises in City construction contracts. To be certified as an EBE, a business must be at least 51 percent owned, operated, and controlled by an economically disadvantaged owner-operator, have annual gross receipts not exceeding $10 million (for the highest tier of business operation years), and been in its field for not more than 15 years. There is a participation goal of 10 percent for EBEs on city contracts and on the city portion of private contracts receiving city funds.

Does this local/state program offer reciprocal certifications with other local/state programs? Businesses that have been certified by the state as DBEs, MBEs, and WBEs may also be considered EBEs for the purposes of the city program.
