Bay Area Rapid Transit (BART) has a Non-Discrimination Program for Subcontracting which makes reference to minority and women-owned subcontractors (MWBEs), but does not certify such MWBEs. The Program falls under the rubric of BART's Economic Opportunity Policies and Programs (EOPP), as seen at https://www.bart.gov/about/business/ocr/programs. The Non-Discrimination Program for Subcontracting exists to ensure that BART funds are spent on subcontracts in a non-discriminatory manner.
