The Disadvantaged Business Enterprise (DBE) program in Washington state exists as part of a US Department of Transportation (USDOT) program. USDOT-assisted projects may have certain DBE participation goals attached to them. Participants must make a good faith effort to involve certified DBEs in those projects. Certification as a DBE also allows a business to be listed in the DBE directory. Application to be a DBE must be made through the Office of Minority and Women’s Business Enterprises (OMWBE).
