In the state of Nevada, the Unified Certification Program (UCP) for DBEs comprises the Nevada Department of Transportation (NDOT,) the Washoe County Regional Transportation Commission, the Southern Nevada Regional Transportation Commission, the Carson Area Metropolitan Planning Organization, the McCarran Airport and the Reno, Tahoe Airport Authority. It takes approximately 4 to 6 weeks to become certified as a DBE, once an application is made. Federally funded highway contracts will generally have a DBE participation goal attached to them, and prime contractors are required to make a good faith effort to meet this goal - becoming certified as a DBE will allow firms to become looped in to this process.

Does this local/state program offer reciprocal certifications with other local/state programs? Procedures have been made for interstate DBE certification in Nevada, however, the procedures do not provide automatic reciprocal certification.

Does this certification expire? A DBE must submit an annual no-change affadavit in order to remain current.

Are there multiple agencies that offer this certification in the state? The NUCP consists of NDOT, the Washoe County Regional Transportation Commission, the Southern Nevada Regional Transportation Commission, the Carson Area Metropolitan Planning Organization, the McCarran Airport and the Reno, Tahoe Airport Authority.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the DBE participation on federally-funded projects with such a goal attached.
