The Louisiana Unified Certification Program (LA UCP) for Disadvantaged Business Enterprises (DBEs) provides a single point of entry to certification for DBEs who wish to do business with the Louisiana Department of Transportation and Development, the Louis Armstrong New Orleans International Airport, and the New Orleans Regional Transport Authority. Certification allows DBEs to access various updates, newsletters, and online resources, as well as helping to meet the total goal when there is a DBE participation goal on a project involving those aforementioned entities.

Does this local/state program offer reciprocal certifications with other local/state programs? Copies of the original home-state certification must be submitted to the Lousiana certifying agency in question in order to apply for certification within Lousiana.

Does this certification expire? An Annual No Change Affadavit must be submitted to retain certification.

Are there multiple agencies that offer this certification in the state? The Department of Transportation and Development, the Louis Armstrong New Orleans International Airport, and the New Orleans Regional Transport Authority are all certifying agencies for the Louisiana DBE certification.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Bidders must make a good-faith effort to meet the DBE participation goal on projects for which such a goal has been attached.

Is any loan or bonding assistance provided through this program? The Office of Small and Disadvantaged Business Utilization has a Short-Term Lending Program that can offer revolving lines of credit of up to $750,000 for small businesses doing transportation contracts that are receiving federal funds.
