The Kentucky Transportation Cabinet, since 2002, has placed the highest priority on complying with the federal Disadvantaged Business Enterprise (DBE) Program regulations. Adherence to the regulations is ensured by the Office for Civil Rights and Small Business Development.

Does this local/state program offer reciprocal certifications with other local/state programs? Provisions laid out for DBEs certified in other states to be certified as a DBE in Kentucky include requiring a DBE Uniform Certification Application and providing copies of extant certification.

Does this certification expire? Once certified, a DBE must submit a "No Change" affadavit on an annual basis, and receive an on-site verification visit every three years.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Bidders must make a good-faith effort to meet DBE participation goals that have been attached to projects.
