The Indiana Department of Transportation (INDOT) offers guidelines for socially and economically disadvantaged businesses that are seeking to be certified as Disadvantaged Business Enterprises (DBEs). The DBE certification process must be completed online through the INDOT Technical Application Pathway (ITAP).

Does this certification expire? An annual Affidavit of No Change must be submitted through ITAP in order for a DBE to retain its certification.

Are there multiple agencies that offer this certification in the state? INDOT is the sole certifying agency in the state of Indiana for DBEs.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Bidders must make a good-faith effort to meet DBE participation goals on contracts with such goals attached.
