Project Details
The East Portland Access to Employment and Education project involves the construction of street improvements along the following streets.
• SE Market Street from 92nd Avenue to 130th Avenue
• Franklin Street from 108th Avenue to 109th Avenue
• SE 106th Avenue adjacent to Cherry Park School north of Division Street
• SE Cherry Blossom Drive from SE Main Street to SE Market Street SE 106th Avenue from Cherry Blossom Drive to Stark Street
• NE 108th Avenue at NE Everett Street, Glisan Street, and Oregon Street
• NE Wasco Street at NE 106th
• SE 157th Avenue from SE Clinton Ct to 300' north of SE Clinton Street
• SE Alder Street from SE 154th to 155th Avenue
• NE Glisan Street and 155th Avenue
• NE Halsey Street from NE 155th to 156th
Improvements shall consist of those items of work listed in the Proposal and as shown on the accompanying Plans. The Contractor shall perform all labor, and furnish all materials, equipment and incidentals required to make each item complete. Work shall include, but not be
limited to:
1. Construct, maintain, and remove temporary work zone traffic control measures.
2. Construct, maintain, and remove erosion control measures.
3. Perform all removal of structures and obstruction, clearing and grubbing, and earthwork operations.
4. Construct drainage system including sewer pipes, manholes and inlets.
5. Construct retaining walls.
6. Construct roadway improvements including aggregate base, MWMAC wearing surfaces, concrete curb and sidewalks.
7. Place pavement markings and striping
8. Install signing
9. Install illumination
10. Install traffic signals
11. Roadside development including seeding, planting, fencing and mailboxes
Subcontracting and supplier opportunities are available but not limited to the following categories of work: scheduling subcontractor; quality control subcontractor; flagging/traffic control subcontractor; demolition subcontractor; site clean up subcontractor; contaminated soil remediation subcontractor; concrete supplier; rebar subcontractor; cast-in-place concrete subcontractor; saw cutting subcontractor; signage subcontractor; electrical subcontractor; electrical signs subcontractor; clearing & grubbing subcontractor; excavation subcontractor; dewatering subcontractor; erosion control subcontractor; asphalt paving subcontractor; aggregate supplier; curbs, gutters & sidewalks subcontractor; pavement marking subcontractor; fencing subcontractor; site furnishings subcontractor; landscaping subcontractor; underground utilities subcontractor; CCTV (for sewer) subcontractor; trucking (dump trucks) subcontractor; pollution control subcontractor; and dechlorination/chlorination subcontractor.
Engineer's Estimate: $5,000,000
D/M/W/ESB Aspirational Goal: 20% (up to 5% for suppliers)
D/M/WBE Utilization Goal: 14%

We also encourage the utilization of apprentices for this project.
