Blue Mountain Terrace Residential Apartments

PART 1 - GENERAL


1.01 PROJECT DESCRIPTION

A. Blue Mountain Terrace Residential Apartments (BMT) consists of a three-story residential building with a mix of one and two- bedroom dwelling units for a total of 63 units. The building includes an administrative office area, common areas for residents, and laundry facilities on the upper two floors.

We expect to start site/demolition work January 2020. These dates are subject to final building department and funding approvals.

This project has two wage determinations in which to determine and figure your bids from for this project please see below for specific instructions. All bidders should refer to State of California, predetermined State Residential (Residential) Wage Determination No. YOL-2019-2 (Commercial), and Federal General Decision No. CA190019 mod 4, 7.26.19 (Residential/Commercial), and you will have to compare each trade's Davis-Bacon wage rate to its State Prevailing wage rate and pay the higher of the two.

It is the responsibility of the subcontractor to verify all wages for their trade including any rate increases, and over time.

Additionally, please be advised that the issued applicable State Residential Wage Determination contains only (11) trades/crafts that residential wage rates apply. All other trades/crafts must be compensated at the commercial wage rate contained in the Yol -2019-2 issued on the Development.

1.04 BIDDER'S QUALIFICATIONS
A. The Contractor will accept bids from all responsible bidders
• Contractors must Registered with the DIR
• Contractors must be in good stand CLSB
• Contractors must utilize apprentices in the prescribed ration during the course of construction
• Contractors must have CPA prepared financial statement
• Contractors must include a Letter of Bondability/ Bonding Capacity (DO NOT SUBMIT BOND)

1.05 BIDDING PROCEDURE
A. Bids can also be emailed to NP Construction at bids@newportpartners.com with the subject line "BMT - R" clearly marked!
B. Do not call for bid results until at least 15 days after the bid due date. Prior to that time you may be contacted for clarifications or additional information.
C. All bids shall be in effect for a minimum of 45 days, and shall include all applicable taxes
D. Include in your bid your early start date, subsequent to being awarded a contract, and your duration on site for your division

1.06 EXAMINATION AND PROCUREMENT OF DOCUMENTS
NP Construction will be utilizing the bidding tool associated with Good Faith Efforts. They will act as our agent in soliciting bids.

A. Bidder is responsible to obtain all documents related to their scope of work. No adjustments will be made to bids, or subcontract amounts, due to bidder obtaining partial sets of documents.

1.07 EXAMINATION OF DOCUMENTS, SITE, AND LOCAL CONDITIONS

A. By submitting a bid, the bidder represents that they have examined and understand all Bid Documents included in the Website, that they have familiarized themselves with the site and local conditions under which the Work is to be performed, that they have considered federal, state, and local laws and regulations that may affect cost, progress, performance, or furnishing of the Work, and that their bid is made in compliance therewith.

1.08 SCOPE CLARIFICATION

A. This project strongly encourages M / WBE Owned Businesses and Section 3 Certified Businesses

B. This project is considered a Prevailing Wage project and will require weekly payroll

C. All preliminary Section 3 compliance paperwork is due within 10 days of contract signing.

D. Subcontractors Awarded contract will be required to register with DIR and follow all rules for their particular trades.

E. Trade maybe asked to provide a payment and performance bond so please include bond amount in your bid as an option.

1.09 INTERPRET ACTIONS DURING BID PERIOD

A. During the Bid Period the following N P Construction Employee(s) may be contacted to answer questions pertaining to the Bid Documents. Do not contact the Architect or any other consultants noted on the plans and specification

1.10 MODIFICATION OR WITHDRAWAL OF BIDS
A. Bids may not be withdrawn during the 45-day period immediately following the date of receipt of bids.
