GRANT WRITER SERVICES REQUEST FOR INVITATION TO BID AND STATEMENT OF QUALIFICATIONS
The city of Arp (the "City") is seeking to enter into a grant writer services contract. The City is in the process of applying for funding through the Texas Water Development Board (TWDB). Interested firms may submit an RFQ according to the following criteria. The City reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the City. Project Description: The Project will replace approximately 41,000 feet of 6- & 8-inch pipe with 6- & 8-inch HDPE pipe (9,200 feet & 32,000 feet respectively). Approximately two thirds will use HDD and one third will use open trenching (subject to cost and necessity). The project will include replacement and/or installation of 80 fire hydrants, 172 valves with boxes [(80) 6-inch associated with hydrants, (36) 6-inch & (56) 8-inch)], 469 Auto-read customer meters and boxes (and connect to mains), and two railroad crossings (HDD).
Scope of Work: The grant writer contract will encompass all project-related services for the City, including but not limited to the following:
1. Act as a "liaison/Project Manager" with the Texas Water Development Board (TWDB).
2. Preparation of an DWSRF Application for the TWDB, in accordance with all requirements of the TWDB.
3. Assist with and coordinate the submission of all required documentation with the necessary agencies.
4. Maximize grant/loan forgiveness potential of the project, including but not limited to disadvantaged community and green project documentation and substantiation.
5. Assist with the Preparation of the bid packet to ensure compliance with all Federal cross-cutters that apply.
6. Assist with Construction materials compliance with TWDB/Federal requirements.
7. Assist with payment invoice submission to the TWDB and other paperwork are necessary.
8. Assist the City in maintaining all required documents and documentation of activities related to the DWSRF process.
9. Coordinate and cooperate with all parties working on the project.
10. Other special services as may be required.
Statement of Qualifications: The City, is seeking to contract with a competent grant writer, which has had experience in the following areas:
1. Experience with drinking water distribution system projects.
2. Experience with DWSRF projects.
3. Experience working with the TWDB.
4. Projects located in the state of Texas.
5. Experience with the Environmental Review and Approval process.
6. Experience with "Equivalency" Projects.
7. Experience working with Disadvantaged Communities.
As such, please provide within your proposal a list of past TWDB projects with contact information, as well as resumes of all persons who will or may be assigned to this project, if you are awarded the grant writer services contract.
Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 4:00 PM on Thursday, January 30, 2020, at the City Hall, 109 W. Longview Street, Arp Texas, 75750. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material "TWDB GRANT WRITER RFQ".

The City reserves the right to negotiate with any and all grant writers or firms that submit proposals, as per the Texas Professional Services Act. Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation. The City affords Affirmative Actions to qualified small, minority and women-owned businesses. Please note that the successful respondent is required to make a "good faith effort" toward affording opportunity for qualified SBE, MBE and WBE participation and submit, if required, supporting documentation to the TWDB.
Additional Information
A. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB).
B. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
C. This contract is subject to the Environmental Protection Agency's (EPA) approved fair share goal toward procurement of Minority and Women-owned Business Enterprise (M/WBE) business. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
