REQUEST FOR BID PROPOSALS - ADVANCED PURIFIED WATER FACILITY AT AMERICAN FLAT for the Truckee Meadows Water Authority (TMWA). RSCI is the Construction Manager at Risk (CMAR) hereby requesting that Subcontractors and Suppliers submit Bid Proposals pursuant to NRS Chapter 338 for the above project including but not limited to Minority Business Enterprise, Women Business Enterprise, Veteran Business Enterprise, and Disadvantaged Business Enterprise firms. This is a groundwater recharge project undertaken by OneWater Nevada and led by TMWA and the City of Reno. The project goals include production of category A+ advanced purified water meeting the State of Nevada category A+ requirements and testing of feasibility and operation aspects of aquifer storage and recovery using advanced purified water at the American Flat site. The project includes improvements at the existing Reno Stead Water Reclamation Facility, a new Advanced Purified Water Facility, a Transmission Pipeline, a new Polishing Facility at American Flat, and other associated improvements.
The project includes the following features of work: Division 2 - Demolition, Division 3 - Concrete, Division 5 - Metals, Division 6 - Wood & Composites, Division 7 - Thermal & Moisture Protection, Division 8 - Openings, Division 9 - Finishes, Division 10 - Specialties, Division 11 - Equipment, Division 12 - Furnishings, Division 13 - Special Construction, Division 14 - Elevator, Division 21 - Fire Suppression, Division 22 - Plumbing, Division 23 - HVAC, Division 26 - Electrical, Division 28 - Electronic Safety & Security, Division 31 - Earthwork, Division 32 - Exterior Improvements, Division 33 - Utilities, Division 40 - Process Interconnections, Division 41 - Material Processing & Handling, Division 43 - Process Liquid Handling, Division 44 - Pollution & Waste Control, Division 46 - Water and Wastewater Equipment.
Major Subcontractors have been prequalified in accordance with NRS Chapter 338.16991 for the following work packages: Pipelines, Sitework, CIP Concrete, Precast Concrete, Steel, Roofing & Wall Panels, Plumbing, HVAC, Electrical, Well Installations, Process Mechanical, Instrumentation & Controls. Major Equipment Suppliers have been prequalified in accordance with NRS 338.16991 for the following equipment packages: CFDAF, Ozone, BACF Underdrains, Adsorption Vessels, and UV System. Only prequalified Major Subcontractors and prequalified Major Equipment Suppliers are permitted to Bid on these work and equipment packages.
A non-mandatory, but strongly encouraged, pre-bid meeting and site visit has been scheduled for 1:00pm (local time) on February 18, 2026. Attendees are to meet at the Reno Stead Water Reclamation Facility located at 4250 Norton Drive, Reno NV 89506. Attendees must bring/wear their own OSHA-compliant Hard Hat, Safety Glasses, Reflective Vest, long pants and boots in order to attend the site walk following the pre-bid meeting. Statements made at the pre-bid meeting by representatives of the CMAR, Owner, Engineer, or others are not binding and do not change the Bid Documents or Requirements unless such statements are confirmed by written Addendum.
This is a federally funded project provided in part through the Nevada Division of Environmental Protection (NDEP) and the Drinking Water and Clean Water State Revolving Fund (SRF) and other Federal funding sources including but not limited to Title XVI and the EPA. Special Federal Conditions apply to this project including those imposed by the Build American, Buy America Act (BABAA).
This project is subject to Nevada Prevailing Wages and Federal Davis-Bacon Prevailing Wages, the higher of which will govern. Bidders must abide by NRS 338 statutes and pay particular attention to NRS 338.010 and 338.090 Prevailing Wage and Certified Payroll. All Subcontractors shall submit accurate records showing the name, occupation, actual per diem wages and benefits paid to each worker employed by the subcontractor in connection with the project. Certified payrolls are to be updated by the 15th of the following month.
Apprenticeship Utilization per NRS 338.01165 applies to this project and requires all contractors employing workers on certain public works projects to utilize apprentices for portions of the work. One or more apprentices must be used for at least 3% of the total hours for horizontal construction. These percentages apply to the total hours of labor worked for each apprenticed craft or type of work to be performed on the public work for which more than three workers are employed.

Bids must be submitted electronically and uploaded to Smartbid OR emailed to bids@rscigroup.com. All Bids must be RECEIVED NOT LATER THAN 12:00PM Noon (local time) on March 19, 2026. Bids received after the date and time set for receipt will be REJECTED. Facsimile and Hard Copy Bids will NOT be accepted. PLEASE BE ADVISED THAT THIS BID DATE WILL NOT BE EXTENDED.
