Project Details

Sundt Construction and the City of Denton are seeking bids for GMP-1 of the Pecan Creek Water Reclamation Plant. The Project includes the expansion/replacement of the existing Pecan Creek Water Reclamation Plant by constructing a new headworks/lift station, EQ/peak storage pond, BNR/MBR basins, blower building, thickening/dewatering facility, digesters and associated heat exchanger building, UV disinfection structure, control operations building, and backup diesel generators with an associated switchgear building. Additional scopes of work include removal of stockpiled "overs", installation of buried yard piping, modifications to the existing chemical building, and other miscellaneous site improvements.

This GMP 1 package includes removal of the existing "overs" materials, establishing site survey control, site laydown/trailer area development, mass excavation, dewatering, over-excavation, buried utilities, installation of underdrain systems, backfill, testing and inspections, and other miscellaneous work.

Bids are to contain all labor, supervision, materials, equipment, supplies, tools, and services associated with the following bid packages:
• Earthwork
• Yard Piping
• Survey
• Material Testing and Inspections


Electronic Sealed Proposals and Sealed Physical Copies are required and will be received by Sundt Construction, Inc. via www.BuildingConnected.com (electronic submissions) and at 103 W Oak St, Suite 203, Denton, TX 76201, Attn. of: Sundt Construction (physical copies) prior to 2:00 PM on July 23rd, 2025. Prospective subcontractors and suppliers may obtain copies of the GMP-1 drawings and specifications on CivCast or by contacting Curt Klepper. Sundt Construction will hold a mandatory pre-bid conference on June 26th, 2025 at 9:00am at 901 Texas St., Denton, TX 76209.

Any and all contracts awarded under this bid process are expected to be funded in part by financial assistance from the Texas Water Development Board (TWDB). Neither the U.S. EPA or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract. All contracts are contingent upon release of funds from the TWDB.
Beginning with SRF Equivalency projects approved under the 2023 Intended Use Plan (IUP) or later - Any contract(s) awarded under this Invitation for Bids is/are subject to the Build America, Buy America (BABA) Act requirements of Section 70901 of P.L. 117-58 of the Bipartisan Infrastructure Law, 2021.

This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. Small and minority firms are encouraged to submit bids for this project. The current TWDB Fair Share Goals per cost category are as follows: Construction - 24.5% MBE, 11.34% WBE; Non-Construction - 24.05% MBE, 19.35% WBE; Total Combined Construction and Non-Construction - 24.16% MBE, 17.38% WBE.
