The City of Madison, Wisconsin maintains targeted business goals that specify that ten percent of the city’s public works funds be awarded to Small Business Enterprises (SBEs) that are certified as such by the City. Additionally, Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), and Disadvantaged Business Enterprises (DBEs) are to be included on certain of the City’s projects as mandated by other law, and the City has a set policy of maximizing opportunity for these types of businesses. The MADCertification Program is a City program that allows for the aforesaid targeted businesses to be certified as such, and become eligible for listing in specific online directories and for being counted towards the participation goal on applicable projects.

Does this certification expire? An annual no-change affidavit must be filed to retain certifications.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Targeted business certification types are specified on a per order basis.
