Businesess interested in participating in the City of Memphis’ Equal Business Opportunity (EBO) and Small Business Enterprise (SBE) programs must register with the City of Memphis’ Office of Contract Compliance (OCC). There is no fee for such registration. Registration may be performed through either the Uniform Certification Agency (UCA) in Memphis, the TriState Minority Supplier Developer Council (TMSDC) in Nashville, or the Women’s Business Enterprise National Council (WBENC) in Memphis. The UCA may certify a business as a Woman-owned Business Enterprise (WBE) or a Minority-Owned Business Enterprise (MBE). The TSMDC may certify a business as an MBE, and the WBENC may certify a business as a WBE. MBEs and WBEs are then eligible to be registered with the EBO and the SBE programs in Memphis.

Does this local/state program offer reciprocal certifications with other local/state programs? Certifying agencies include the Uniform Certification Agency (UCA), Tri-State Minority Supplier Development Council (TMSDC), and the Women's Business Enterprise National Council (WBENC).
