Chatham County in Georgia operates a Minority & Women Business Enterprise (MWBE) program that seeks to maximize opportunities for said businesses. On an ongoing basis, various workshops and events are facilitated, updates via newsletters and direct contact are provided, and participation is monitored and tracked. The overall goal is to increase the participation of and opportunities for MWBE subcontractors and suppliers. Rules regarding how the determination as to the ownership of the company in question is made are set by Chatham County.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? When the County sets a MWBE participation goal on a project, bidders must make a good-faith effort to meet that goal.
