The Disadvantaged Business Enterprise (DBE) program in Washington state exists as part of a US Department of Transportation (USDOT) program. USDOT-assisted projects may have certain DBE participation goals attached to them. Participants must make a good faith effort to involve certified DBEs in those projects. Certification as a DBE also allows a business to be listed in the DBE directory. Application to be a DBE must be made through the Office of Minority and Women’s Business Enterprises (OMWBE).

Are there multiple agencies that offer this certification in the state? Application is made only to the OMWBE.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, specific projects will have DBE goals specified. Bidders must make a good faith effort to meet those participation goals.
