Work includes the procurement, construction, testing and commissioning of a complete substation Control House at Amtrak's 138kV-12kV, 25 Hz single phase substation located in North Bergen, NJ at milepost 3.05

Work Included
A. The work includes design verification and completion, furnishing, installation, testing and commissioning of the following:
1. Traction power substation control building complete with relay control panels, auxiliary power systems, lighting, grounding, wiring and terminations, grounding, fencing, drainage systems, civil works, steel, SCADA RTU and all associated equipment and activities. SCADA master station modifications will be done by Amtrak.
2. Civil/Site work including demolition, clearing, grading, drainage, utilities and access road construction at the new substation location.
3. Installation of infrastructure for the new communications to the substation from existing Amtrak interface point. Infrastructure shall include a communications ductbank which shall be combined with the rail return ductbank and shall include the routing, conduits, concrete and reinforcement. Communications cable shall be provided and installed by Amtrak. Connection of the communications equipment and fiber optic cables will be by Amtrak.
4. Modifications and extension of utility power connection for 480V 3- phase 60Hz supply to the substation and all associated infrastructure, cabling, conduit & ductbank routing and civil works.
5. Testing and Commissioning of the new substation Control House integrated into Amtrak existing operating system.
6. Environmental controls during construction.
7. All Construction permits necessary for Federal, State and Local Compliance. This includes, but is not limited to the following:
a. Storm Water Management
b. Soil Erosion and Sedimentation Control Permits
c. National Pollutant Discharge Elimination System (NPDES) Permit
d. Environmental Permitting
e. Maintenance and Protection of Traffic
8. Obtaining all necessary Site Access Permits from New Jersey Transit and Consolidated Rail Corporation (Conrail)

The Bidder will be required to quote in compliance with all project plans and specifications. Non-Disclosure Agreements are provided when applicable. Addenda is posted and notification is sent to all invited bidders.

Insurance Requirements
Upon award, Subcontractors must provide insurance in accordance with our subcontract agreement. A copy of the subcontractor agreement can be found in SmartBidNet Project Plan Room.

Bonding Requirements
For subcontracts the Bidder shall furnish Performance and Payment Bonds equal to the full subcontract price. For Material Contracts, the bidder shall furnish Supply Bonds in amount equal to full Material Contract price. Bond premiums are reimbursable by Kiewit/Mass. Electric Construction Co.
