Bid Notes: New construction of a 31 unit affordable housing apartment complex with related site work. The project requires paying state prevailing wage rates but the project will not report to the DIR. The Project is located in Alameda County (Pleasanton), and has local hiring goals required by the County of Alameda. Contractors selected for contracts must do outreach for hire of Alameda County resident workers and Alameda County resident disadvantaged workers. Huff Construction will give additional preference to Local and Small Local Businesses based in Alameda County, or contractors that will subcontract with Local and Small Local Businesses in Alameda County. If you plan to submit a bid proposal response to this bid invitation—please provide information about Local/Small Local Business status or Local/Small Local subcontractors in your proposal if it applies. During construction, contractors will be required to report weekly certified payroll records and local hire outreach information in the online Elation Systems program. After contract award, contractors will also report on the self-reported race/ethnicity of the business owner, as well as the number of hires of and construction hours worked by low-income resident workers, in order to fulfill the HUD Section 3 and Minority-Owned/Woman-Owned Businesses (MBE/WBE) federal programs on this project.
