NOTICE TO CONTRACTORS:

Bid Submittal: Sealed bids will be received for the above-referenced project by Clark Public Utilities, at the Purchasing Department, Ed Fischer Operations Center Building, 8600 NE 117th Avenue, Vancouver, WA 98662 (courier service or hand delivery only). There is no US Postal Service to this address.

The Bid Form must be received by the Utility at the location noted above no later than 11:00 A.M., Pacific Time, on Wednesday, May 24, 2017. Bids will then be publicly opened and read aloud.

Bids received after the date and hour stated above will not be accepted or considered.

Project Description: The project includes the following work: Water main installation consisting of approximately 4830 linear feet of 24-inch diameter water main transmission main, 3414 linear feet of 8-inch diameter backwash water main, 29 linear feet of 16-inch diameter water main, 233 linear feet of 12-inch diameter water main, 20 linear feet of 8-inch diameter water main, and 2390 linear feet of 4-inch diameter water main; all including valves, fittings, communication conduit installation, pavement restoration, and all other appurtenant items in North Clark County, Washington, near Paradise Point State Park.
This project is funded through the Washington State Drinking Water State Revolving Fund (DWSRF) program with federal funds from the Environmental Protection Agency. Bidders, the successful Contractor, and all subcontractors shall comply with all the requirements and provisions of the DWSRF program.

The work performed under this contract is subject to the prevailing wage requirements of the federal Davis-Bacon Act and the State of Washington. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates.

All contractors must be licensed in the State of Washington to conduct business.

Engineer’s Estimate: The Engineer’s Estimate for this project is $1,998,000.00

Subcontractors List: A Subcontractors List must be submitted as required in the Instructions to Bidders.


Pre-Bid Meeting: A Pre-Bid Meeting will be held from 9:00 AM to 10:00 AM on Tuesday, May 9, 2017 at the following location: Purchasing Conference Room, Ed Fischer Operations Center
Building, 8600 NE 117th Avenue, Vancouver, WA 98662. The Utility strongly urges all bidders to attend.

Bid Documents: Bidders may obtain or access plans, specifications, and addenda for this project through the following website: https://www.ebidexchange.com/clarkpud. If the Bidder is not currently registered, Bidder must register at the preceding website selecting the Supplemental Application “Public” category to access Bid Documents.

Bid Guaranty: Bidder shall submit with its bid either an original surety company bid bond on a form acceptable to the Owner, or a cashier's or certified check payable to the order of Clark Public Utilities, in an amount not less than five percent (5%) of the total amount of the Bid exclusive of sales tax. Bids not accompanied by an appropriate bid guaranty may be rejected as non-responsive. No bidder may withdraw its bid after the

bid submission deadline, unless the award of the contract is delayed for a period exceeding 60 days from the bid submission deadline.
