What is the Unified Certification Program (UCP)?
Unified Certification Programs (UCPs) allow applicants for disadvantaged business (DBE) certification to apply only once for a disadvantaged business (DBE) certification that will be honored by all recipients of federal DOT funding in a state. In the past, a firm would be required to apply for disadvantaged business (DBE) certification with each agency with which the firm wants to work. Under the Unified Certification Program (UCP), the firm applies one time with the state transportation ageny or affiliate, and if approved, that certification is shared by all other federal recipients in the state.

Each state has its own Unified Certification Program (UCP), which are administered by their department of transportation (DOT).

When a disadvantaged business enterprise (DBE) firm is certified through the Unified Certification Program (UCP), the disadvantaged business enterprise (DBE) firm is included in the Unified Certification Program (UCP) Directory. The Unified Certification Program (UCP Directory is used by prime bidders needing to perform outreach to disadvantaged business enterprises (DBEs) for their bid. State and local recipients of federal department of transportation money often set disadvantaged business enterprise (DBE) participation goals on their contracts, which prime bidders must either meet or make a good faith effort to meet. Having all certified disadvantaged business enterprises (DBEs) listed in the Unified Certification Program (UCP) Directory helps ease the process of locating potential disadvantaged business enterprise (DBE) subcontractors and suppliers for prime bidders.
