What is this newsletter all about? DBE Goodfaith is an outreach assistance firm that helps general contractors in the process of finding and contacting minority, disadvantaged, disabled veteran, women-owned and small business enterprises to participate in the projects they are bidding. This newsletter is to inform the DBE/DVBE/WBE/SBE/MBE business community about the following: · Important issues related to their business enterprise and certification status. · Links to helpful information on Federal, State and local government websites regarding DBE programs. · Information for bidders and prime contractors looking to hire DBEs and needing to fulfill project good faith requirements. · Links to all the jobs that are currently bidding on our website that are seeking DBE/DVBE/WBE/SBE/MBE participation. My company has been receiving faxes, calls and/or emails from DBE Goodfaith regarding jobs that are bidding. Why? How do I apply for and maintain my DVBE/SBE certification? (California) The certifying agency for the State of California is the Department of General Services (DGS), Procurement Division (PD), Office of Small Business and DVBE (OSDC). To become certified and maintain certification, a firm must meet specific DVBE or SBE eligibility requirements. For Bidders and Prime Contractors: DBE Program Questions and AnswersShould bidders seek assistance in performing their good faith effort? (California)
According to Chapter 2, Section 2000, Subsection 7 of the 2002 California Public Contract Code: It is suggested that bidders request assistance from community organizations, contractor groups, government assistance offices or other organizations that provide assistance in the recruitment and placement of minority or women business enterprises if any are available. DBE Goodfaith can assist in the process of meeting good faith requirements by performing some of the work for you by assisting with the process of placing ads, emailing, faxing and telephoning as part of the solicitation effort.
Can I reject a DBE firm’s quote based on price? This all depends on the certifying agency’s requirements. Some of them state quite clearly on their bidder forms that PRICE IS NOT A REASON FOR REJECTION. That does not mean that DBEs can set any price that they want to perform the work. They need to remain competitive in the marketplace for their services and they are actively competing with other DBEs in their area of work. To be safe, assume that this is the case for all certifying agencies so that your bid is not rejected. The purpose of good faith is to hire disadvantages and minority companies, PERIOD. To meet the requirement there must be a full effort performed to meet the goal all the way up to the time and date of the bid.
