A new City of Austin program expands contract opportunities for small firms by giving them the first shot at bidding on small construction projects.

Under the Small Business Construction Program (SBCP), City of Austin construction projects under $50,000 solicited after July 1, 2011, will be reserved for initial bidding by businesses certified as Small Business Enterprises. The department anticipates approximately 15 such projects annually based on previous years.

"This program is designed to assist small-business owners who wish to grow their capacity to bid as a prime contactor," said Veronica Briseño Lara, Director of Small and Minority Business Resources (SMBR).

To qualify, a firm's average gross receipts over the past three years cannot exceed $14 million, a threshold determined by the U.S. Small Business Administration. Also, it must become certified as a Small Business Enterprise (SBE) with the City.

"We encourage firms get certified today as a Small Business Enterprise and sign up to receive notices of upcoming project opportunities," said Rosie Truelove, Director of Contract and Land Management. Contract and Land Management Department will email Small Business Construction Program procurement notices to certified Small Business Enterprises.

To apply, a business must either submit an affidavit signed by a Certified Public Accountant attesting the firm meets size requirements or provide the business's three previous tax returns with an affidavit signed by the owner. Both affidavit forms are available at www.austintexas.gov/smbr/sbcpgm.htm.

The City of Austin's Small and Minority Business Resources Department assists small, minority-owned and women-owned businesses as they pursue contracting opportunities with the City of Austin; encourages Minority Business Enterprises (MBE), Woman Business Enterprises (WBE) and Disadvantaged Business Enterprises (DBE) to participate in City contracts; provides bonding education; and oversees the City's MBE/WBE and DBE contracting goals in the areas of construction, professional services, commodities and non-professional services.
